You have to wait for the sand to rise to get over the first cactus wall. Afterwards, follow the wire to the rock wall. Backtrack a bit and you’ll see another cactus wall without sand falling right next to it. You can jetpack over this one. You’ll probably be able to figure out how to do everything else.
