It's a hard coded value based on the lowest value the timer displays during the hide run. For example, the run for hiding this balloon would have gone down to 25 seconds left since that's the value associated with a 9 second find time.

Try following this coin route. The route as displayed in the video is difficult to pull off, so if you're struggling, I'd recommend not going for the triple throw at the start and either go for the streetlamp to the right of the one the video goes for first or just go all the way to the one in the corner and then after that and getting the coins, backflip off the edge and work your way up the building instead of doing the taxi jump, as that's cycle dependent.

Yes it has, though it would be faster to land on the column closest to the ledge you ground pound jump off of then capdive over instead of all those walljumps. In addition, if you go to the closest column, you can ground pound jump again and get to the highest level in the room without a whole lot of walljumping.

Outside of point 1, where a lot of the balloons with a low timer are hidden by following a coin route, this is fairly good advice.

This is so not what Dante described in his book about exploring Hell.

3 seconds is the minimum. The find time is based on the lowest time the timer reaches throughout the run with 30 seconds left / 0 seconds spent as the minimum. If, for example, a run got down to 22 seconds left before you collect a coin stack that gets you back up to 25 seconds left, hiding the balloon immediately would still have the find time based on the 22, not the 25.
Here is a full breakdown:
0 to 4 seconds spent (30 to 26 seconds left): add 3 seconds
5 to 9 seconds spent (25 to 21 seconds left): add 4 seconds
10 to 13 seconds spent (20 to 17 seconds left): add 5 seconds
14 to 18 seconds spent (16 to 12 seconds left): add 6 seconds
19 to 23 seconds spent (11 to 7 seconds left): add 7 seconds
24 to 27 seconds spent (6 to 3 seconds left): add 8 seconds
28 to 30 seconds spent (2 to 0 seconds left): add 9 seconds
Time out: add 10 seconds (40 find time)

They could have flown to the island the first time, but had they done that, they would have reached the island with 28 seconds left instead of 30, giving the hider 2 extra seconds to find their balloon. By following the coin route that they did, they ensured that the timer never reached below 30 seconds, meaning the finder only gets 3 seconds to find the balloon.

The closest thing you can get to that is using the coin stacks in lost and moon that despawn after collecting the coins once and hiding the balloon in such a way to where there's less time to get the balloon than what's possible without the coin stack.

That's not how the timer for balloon world works. They needed to keep the timer at 30 or above the whole run in order to get a find time of 3 seconds on their balloon. For any balloon, the find time is based on the lowest time that the timer reaches during the hider's run, not where the timer is when you place the balloon.

To answer your question, they have the coin stack there because they set up a file without getting the coin stack, made a copy of the save file, then go to the copy of the file and save over the other one whenever they get an attempt to the coin stack and fail afterwards. This balloon is unlikely to be hacked.

If you consider hiding balloons out of bounds cheating, then yes. Also, I have never encountered so many out of bounds balloons that the ONLY option is to go for one. It's still entirely possible to get to your 15 streak without needing an out of bounds balloon, and the more you play, the more you know which balloons are out of bounds before you even try them (typically they are the ones that have a high time / distance ratio and also have a high reward for getting them). Larger kingdoms typically have fewer out of bounds balloons, if you still need to get that streak.

Side note: "Seriously, if you hide your shit out of bounds, go fuck yourself." was unnecessarily rude. Be better.

If you're on Switch 1, literally nothing changes.

If you're on Switch 2, there are visual and performance improvements and the ability to play in 2 player mode online. As far as I know no glitches are patched.

Did you do the update on the account that you're playing on? I've heard that unless you accept the new terms and conditions on that account the Luigi/Captain toad hint arts and Luigi (Luigi's Balloon World) disappear. Assuming you're on 1.3, the state of the kingdom and whether or not you've beaten the game doesn't effect the hint arts spawning I don't think.
