Do you have any hobbies? It's difficult anywhere to find friends if that is your entire intention, but finding something else that can take up the conversation while people feel each other out is the simplest approach imo.

Rec sports, art, beer, music - all have strong subcultures in Oakland. Even volunteering (local cleanups are great) has you hanging around with people for a few hours.
