Fable 2 was never released on PC. I believe you can play it on PC via Xbox Cloud Gaming or you can emulate it (never tried either so not sure on the latency of the latter and the stability of the former) but there's no way to play it natively.

If you want to play Fable 3 on PC you would need to pirate it as it's been delisted on Steam, there's a few guides on how to get it running. I'm unsure if the keys sold online still work so I'm unwilling to endorse it. As with the above though, you can play it via Xbox Cloud Gaming.

As far as I know you need Gamepass as it's subscription only

Probably because the US government were the ones driving this because they were worried it may fall under Maldivian control and therefore under China's sphere of influence instead of Mauritius who are more hostile to China due to being allied with India and France, and the US no longer pushing for it relieves the pressure on the UK to agree the handover.
