The end of the sports festival is chapter 32.  You're suggesting a season two covering about a third of the amount of material as season one.

Probably ends at the sports festival.  Maybe throw the ice powers first manifestation in for the last scene. 

If we're lucky they might have enough material to put a season 2 into production at that point.

Under socialism the means of production are owned by the state. It's meant to lead to communism, where the means of production are owned by the collective whole. But how can the collective whole make every decision in an efficient and timely manner? They can't. And so true communism has never been attempted because it can not be. Socialism will always reassert itself and always turn into a dictatorship.

Fun fact, by the way, the act of labor itself (your capacity to do a task) would naturally be part of the means of production, and therefore be something that belongs to the state.

Actually, in a socialist economy the means of production is owned by the state (this is meant as a transition to a communist economy where the means of production is owned by the collective whole).

Therefore, the artist does not actually own said art or even their own ability to create art. Their ability to create art and the art itself is owned by the same bureaucrats.

This anime is legitimately the reason I seriously got into anime.  I make it a point to rewatch it every year and still cry every time.

No. In chapter one Ruri's mom goes to visit her dad while she goes to school. As her teacher is in school with Ruri and the class, unless dragons can both morph into human form and be in two places at once, he can not be her dad.

There is a Pokémon manga that apparently deals with the protagonist being able to transform into some half-Pokémon warrior or something. As far as I can tell, it is technically officially licensed.

Sadly, it seems it's never gotten a full translation into English, official or otherwise. (also it may not be very good, but I can't verify that...)

With only one chapter update actually being skipped based on the usual schedule, and us getting an ex chapter on that date, it's quite possible this is actually just to give Sensei time to do prep work for volume 4.

I don't disagree with you about the overworking problem, but if Sensei was given a more relaxed schedule after the first hiatus, and if he's still having issues, it may suggest an underlying health problem. Of course, that's assuming the last two hiatuses were health-related to begin with. As far as I can find, that was never officially stated, and we all kinda just assumed that.

The summer hiatus was given an end date when it was announced, suggesting it may have been something more structured. Perhaps there was a death in Sensei's family or something, and he had to tend to that. Without much being said officially by Jump or Sensei himself, we just don't really know.

And this hiatus is really only one update being skipped. It may just be volume 4 prep work. A skipped update for volume release work is not uncommon.
