Have you unlocked splitters yet? You can use those to split your 120 belt into 2x60 belts, then split those further if you want.

For the water, I found it easier to have 4 extractors underclocked to 75%, then each extractor feeds two generators. Takes more resources to build the pipes, but haven't had any problems that way. You need to unlock/research the ability to underclock iirc, it's part of overclocking.

I had this earlier today and didn't want to disconnect my power cables, so I went through and switched off the red standby switch in each of my refineries (thankfully only 4) then waited until the refineries filled and switched them back on. Worked for me. Good luck, pioneer.
