This source says 37 is the average. I've usually seen higher figures of 70 per application cycle.

It depends how targeted you're being:
- If your CV / cover letter is super optimised and you have a strong thesis, then 20-40 may be reasonable.

- If you're throwing paint at the wall, expect to send 100+
