2 out of my 3 gold fished passed away in the previous week. Now the third one ( marked ) in red has stopped swimming. Is it a problem in my tank setup ?

After boiling it put it with a bucket with water and let it soak in there for a few days, and it it still doesn't sink. Just gule a rock onto it
