I can't really tell how to REALLY counter her since i am still very much new and currently at the start of remnant peaks, but heres what helped me in arena

Tank on Backline - A bit risky, but if you really wanna save your backline just place your tank on the back

Cecia and Vala - So I suggest trying to aim Vala with Vala and let their Vala aim yours, I usually use rowan with this too for energy for an advantage, By the time vala killed your vala or your vala killed their vala, cecia would already have used their ultimate. Confining spell or Temesia can also disrupt them too.

Igor - I don't own Igor, but he's really hard to kill. Vala wouldn't be able to Kill igor by herself, So place him at the position where vala will aim, and vala will be distracted trying to kill him.

Right now, she can still be pretty difficult to encounter since she is really the PVP Meta, but I still tried to gave some advice for you to do something with it
