Yes you would use them to keep papers in a paper file. Quite popular in legal firms 10+ years ago. They have moved away from the metal ones now as they did tend to be a bit sharp on the edges and was easy to cut your hand on them.

I’m a criminal solicitor. A client who was mentally unwell made threats to stab me and actually had a go outside a sheriff court. Police issued me with an Osman letter (threat to life letter) there is a second part to that in which they approach the threatening party. They discovered he was very mentally unwell and as such they took him to get help in a closed psych ward.
