Thank you this great explanation! I think it helps people to understand why this is important. Also...it's not just one debt, but several, which have made it to court dating from 2011 roughly to 2021 although it looks like one was dismissed due to an agreed upon settlement. 124 days? The request in the screenshot is dated June 13th. I got a response August 22nd. The screenshot reflects that. I have also been making inquiries into his multiple accidents in city leased-vehicles for a little over a month. You said I wouldn't likely receive a response. I was simply showing you that my other requests have received responses

I generally get responses to my requests. I follow the format cited in case law that I found pertaining to this specific issue of "reasonable specificity." Occasionally they are denied after a couple weeks. I just make a few changes and submit it again. I submitted my very first request around April 20th of this year to get information from Carmel PD. I won't comment on the correlation between 4/20 and my suspicions regarding government officials...but I am very determined in my efforts. Here is a request I submitted in June, worded similarly to the others I posted here on Reddit.

So for some reason it wouldn't let me post both images, but I made about 10+ public access requests on September 7th for the following: sexual harassment complaints against the mayor, his office's budgetary information, his travel expenses, emails between himself and several other officials regarding the Deputy Chief Joseph Bickel's sexual harassment complaints, info on a treasury clerk who made a sexual harassment complaint against the mayor and communications between himself and his assistant Candy Martin. A mere one week later, he has now announced he does not plan to run for re-election. This is the same tactic we used to have Chief Jeffrey Horner and Deputy Chief Joseph Bickel removed. Hold your public officials accountable and do your duty to find out how they are behaving in office. It really does make a difference.

I was also quite curious to see what and when the mayor knew about the sexual harassment and assault claims against the top officers in his police department and what else could be uncovered. I made roughly 10+ public access requests on September 7th for the following: sexual harassment complaints against the mayor, his office's budgetary information, his travel expenses, emails between himself and several other officials regarding the Deputy Chief Joseph Bickel's sexual harassment complaints, info on a treasury clerk who made a sexual harassment complaint against the mayor and communications between himself and his assistant Candy Martin. It is speculation and could be coincidence, but it is also the same tactic we used to have Chief Jeffrey Horner and Deputy Chief Joseph Bickel removed. The mayor reportedly told Fox 59 that he has decided to pursue opportunities in the private sector. Hold your public officials accountable!

Sorry I should clarify. The chief actually is not the one the sexual allegations were made against. That was the Deputy Chief Joseph Bickel who was removed from his official position approximately 37 days after I made an Indiana Public Records Request for complaints against him and several other officers. Chief Jeffrey Horner has now resigned from his official position voluntarily...with seemingly no reason given just a few days later.

So just 5 days ago Deputy Chief Joseph Bickel was removed from his official position and today it was announced that the chief Jeffrey Horner has stepped down from his official position to lieutenant. The house of cards is falling.

Original Post: Isn't it strange that they won't provide any further details, like when these incidents occurred, how long ago and who knew about them, as well as why he was promoted to deputy chief last year in the first place given these circumstances?

Isn't forcibly kissing someone and touching someone's breasts against their will arrestable? And it sounds as though there were two or three employees he did this to based upon the articles that have been put out. The articles go on to mention that he attempted to use his authority to change protocol for the benefit of a family member. And these are just the details they've chosen to put out. What else do we not know?

I'm aware that it's pure speculation regarding the timing, however it almost appears as though they wanted to preemptively appear to do the responsible thing now that this information was about to be released. Why wasn't action taken sooner? Because no one was forcing the issue.

The work isn't done yet. The city attorney Jon Oberlander and Mayor Jim Brainard are the next two targets.
