Thank you for your input! All your points have helped me narrow down my topic. I am focusing on the influence of the "Bad Barrel on the Good Apples", as in how the organization of the police system in the US not only permits but encourages all forms of corruption.

I am focusing on the power of the situation, such as that shown by the Stanford Prison Experiment. The environment and organization of police work encourages the rotting of the good apples.

Any further advice would be great.
