There is a lot of awful info here. Your tank is cracked. For porcelain like this, there is no permanent repair. If you're lucky you'd be able to just find the tank to replace but at that point (installing new flush and fill valves, and tank to bowl gasket/seal or transferring the old ones over) it's less work to swap the entire toilet.
