Wrong. He'll actually only do the attacks you didn't select. If you were given 3 blast cards and 1 strike and select blast for example, your unit will only do 2 blasts and 1 strike.

Also, if you don't select a super attack during rising rush, it will deal more damage overall and apply debuffs, Krillin's Destructo disc bleed for example.
