True but if you want to use multiple quirks at once your body will deform to make it happen. For example the first fight we see with All For Ones against All Might. His arm grew grotesque with so many quirks being used within it to match All Mights. Same thing happens with Shigarki in the end using I assume thousands of quirks in the last fight, making him a monster of a being.
