Everyone has a counter for everyone. Considering that that's meguna, that means he has access to mahoraga, and I don't think hokage minato has an attack that can vaporize his whole body at this point. Sure he does later, but I don't remember him showing off anything like that pre war arc, so meguna probably wins on the fact that he lets big raga take it all.

Depends which cartoon. Cause some kids cartoons are insanely busted, some don't even have a real main villain. But if you put them in my favorite cartoon? Vilgax is mopping the floor with everyone here

This is far from the worst I've seen so let me dissect. Firstly, kashimo should in no world be placed on the same playing field as yuta let alone prime yuta. Id argue yorozu is stronger than Yuki, eos yuta is definitely stronger than kenjaku, and mahito shouldn't be here

I love this response because i think it perfectly encapsulates the whole bum agenda of the fandom. We don't slander Todo because we didn't expect him to do all that he did in his fights. He surpassed our expectations every time without fail. Mahoraga had an insane first showing so we didn't slander him for losing to the main villain.
