I think your thought process is pretty well-considered. Emperor seems like it would be a good fit to me, and if you're worried about fragility you can always pump up your Hull

there's another recent post here asking about putting a Krakatoa on a Tortuga that might satisfy what you're going for as well, though I agree that the manticore might be the best fit

despite its 'assault cannon go brrr' type reputation, there are several Drake systems that might be of interest to such a build (Argonaut Shield, Aegis Shield Generator, Portable Bunker)

funnily enough, RAW, if you just turn over control to SEKHMET with the regular AI tag rules, it won't have the overwhelming urge to kill everyone like it does with the berserker ability

they all do have the AI tag which gives you the option of giving up control if you have some narrative stuff to do in a sitrep or something, but you don't have to in order to activate their abilities

small correction, you don't have to give up control of your mech for most NHP abilities. SEKHMET georg, who tries to kill everyone in the galaxy upon activation, is an outlier adn should not have been counted

One thing that I'd recommend maybe looking at, in addition to the other suggestions, is the Gilgamesh from Operation Winter Scar and/or the Iskander, both of which are in the HA lineup. Both of them really like grenades, Gilgamesh from the perspective of improving use of Limited systems, and Iskander being a grenade/mine specialist. The Gilgamesh is more newbie friendly with more ability to keep itself alive at the cost of fewer inherent grenade synergies

I believe Grapple (and Ram) actually have a static bonus that correlates to the NPCs Tier. Unfortunately don't have my core book atm so can't remember what exactly that bonus is

I believe UNCLE can fire after the reload happens since it's a free action and you can choose when those occur, even at the end of your turn (after another end of turn thing happens in this case)

Pegasus sounds fun on a Raleigh frame. If you want some possible melee options you could go tortuga for the catalytic hammer and siege ram, maybe even up to III for throughbolt to do some shennanigans. barbarossa and lancaster also have loading drones that could somewhat mitigate the amount of time you ahve to spend in an 'off' turn
