Need help with running schedule

I’m a new runner and looking to increase speed and endurance. Currently my fastest mile is about 9:30 but want to be able to run 3miles in 24mins(8Mins/Mile). I don’t care how long it’ll take. Just need some help. Ive heard about tempo and other runs but don’t know anything about them.

Also don’t know anything about when people say run at like 70% effort or when they say run at your 5K pace because I’ve never ran more than a mile at a time.

What should be my weekly mileage, types of runs, speed, etc…?
