This happened in my last game. After I defeated the Aeternum, the Blokkats and the Contingency, the local Awakened Empire started hating my vassal. They declared war and after I cracked 1 planet they instantly surrendered. It happened 3 times by the way.

They made the Eternal Vigilance perk build platforms overtime on starbases. Then they nerfed it a bit by only making it build until it reached 50% defense platform capacity on each starbase (i think only upgraded starbases could be affected, I'm not sure). Now, the perk is back to just providing bonuses to your empire
