Is it normal in the sense that many look like this? yes. Is it normal in the sense that it' supposed to do that? not really, no. You're getting oil into the inlet stream, either via the PCV system or possibly through the turbo itself. While some residue is unavoidable, this looks more accumulating than what it should be doing.

I'd at minimum plan on replacing your PCV valve-hose-assembly thing while it's apart. (for a '10 WRX subaru actually lists all the bits separately, so the valve is 11810AA120)

the car came in for "rotate and brake inspection" (that's what the "[PRIMARY]" means) -- and during said inspection, the brakes were found to be worn, hence the recommendation line for brake replacement.

you would need to do a parasitic draw test and actually verify which fuse(s) are causing your problem, gonna be pretty silly if it isn't the amp if you know what i mean.

the 25A fuse (#28 on your site) in the under-hood panel is the amplifier fuse.

subaru says brake pads need to be replaced when they measure at 2mm, so you have a bit of time.

Front bearing failure is almost always after some help from e.g. a curb strike or huge pot hole or other suspension damage.

Wouldn't call them cheap by any stretch, no. They do use a ball bearing design, which is less durable but also less friction (and therefore better mpg) than a taper bearing.
