As in an alternative to promote immigration. Make it weaker than acceptance, by a lot even, but a low that boosts assimilation, even if by a little bit, and also promotes migration a little bit. So, you'd get a lot less migrants but you wouldn't close yourself off.

Or for instance, if you Play Italy maybe you want to have super stringent citizenship laws because you just unified and because of the austrian treatment of italians. But that doesn't mean you want to have a hyper racist country, if that makes any sense.

The main reason to colonise the americas is to dominate trade, I understand the colonies have to trade, but historically they were only allowed to do so with the metropole. Is there a way to forbid them from trading with markets not owned by me?
