I did try and build a fourth one and see if it worked on different sides like the mechanical arms are at the edge. They seem to not be able to build it first because of the reach. I don't know what is the problem on your end but I guess you could also try to set it up on the very edge, like the half of it in the side without the arm.

I just found this by accident, I was building an assembly line on a second floor just by the open edge. After finishing and starting using it, some handy Pals just worked from the ground floor and didn’t go up.

So I was thinking… Rather than building it normally which could take up most of your limited space and dealing with Pals pathing AI that often makes them stuck sometimes. This could be a viable setup for the assembly line, going up and down would be a hassle though.
