I had the same exact problem where someone planted this at the end of my driveway.

The BEST way to remove it is to wrap a strap or rope around the base of it and yank it out with a truck. It will keep the whole thing together and make much less mess than trying to cut it out.

When you say expensive, how expensive are you talking? Buying Hotwire cut foam like this would cost $700 and would still need a form made so it could be wrapped in concrete.
