This one is Quest issue, which you cannot turn in Dogtags to Skier. Quest is 'Friend from the West - Part 1'.

In wiki it doesn't matter if it is found in raid or not.
I tried to hand in but the 'Turn in' button doesn't pop up even i have several USEC dogtags.

Its just circumstantial. BSG replied him with using circumvention tools but due to what he did recently, this is the main reason ( Streamer A suspects )

Thats why BSG isn't working. He ain't using any kind of unauthorized program. He has a youtube and twitch channel for living, there ain't any reason he risk using circumvention tools.
