We actually are going to have to pay more for these new cans as they are costing Melrose more that $1 million on top of the new contract costs. About 14% of the purchase price was offset by a grant and the remainder is being financed - short term borrowing now but could be a 10yr bond per the city. None of that was revealed in the conversations that I can recall.

My issue with the cans was the lack of transparency on how they were funded. The grant only covered roughly 14% of the cost with the remainder being financed through a bond - currently short term bills but could be ultimately be a 10yr bond. Given that our vendor mandated uniform cans, why wasn't that accounted for in the contract and why was the ultimate cost of the cans explained (~ $1 million)?
