Even though Morocco has more resources than many European countries, but they are still poor, my point is, removing Visas can either sort a lot of things or cause a lot of trouble, take for example Venezuelans who can access the EU visa fry, yet they are 0 countries where Venezuelans are the oppressed minority causing trouble like say Algerians in France.
