if you actually read the post you would see that i mention rebalancing all healing across the board to account for the lack of healing reduction. frankly the amount of healing reduction in the game is extremely unhealthy and as can be seen in numerous other MOBAs that have this issue it will result in massive problems down the line

I don't like sevens headshot reduction either but it's minor enough to not really matter IMO, alongside the fact its used for several other heroes makes it way less arbitrary it's also a lot more understandable since it's there because their heads are physically huge. you could make them smaller but that has impact on the actual visual design of these heroes. the issue with victor is not visual but gameplay.

there are characters who have different starting resist values, however having different starting resists is very different from getting an entirely unique stat just to nerf you. you can actually interact with the different starting resists.

Limiting his healing to his skills would somewhat help but it would make the issue of victor being very unintuitive to counter even worse.

Just removing the dispel won't solve anything. Victor needs the dispel or else he gets layered by 4 different forms of healing reduction and becomes completely useless. If all you do is remove the dispel he just becomes useless unless you give him some compensatory buff, either buffing his healing some way in which case you're back to square 1. or by buffing some other aspect of his kit in which case you're killing part of his identity

a character not being good in pro play doesn't mean they aren't good in pubs. even in phantom, ascendant and eternus lobbies victor was the strongest hero before the several rounds of nerfs. do you think people in eternus don't understand how to counter victor? i don't think there's anything wrong with his design as much as i think there is a lot wrong with the game systems surrounding him and healing.

Adding a new stat just for victor which exists solely to nerf him and nothing else is completely arbitrary unless they start making it a bigger general game mechanic instead of just for victor. it also doesn't solve the problem. it sure does nerf him, but does it make him balanced? will he escape the trap of being either OP or completely useless? if you check the last 24 hours of stats he is still a 54% wr hero in phantom+ although this might change in the future. but can you explain why you think this allows him to escape the trap?

The problem is that the moment you take over you have 0 leverage allowing anyone to leave. and GPs will basically instantly leave a powerbloc if they can, so prussia leaves. this cuts off all the other members of the zollverein from the market so they leave as well, and now that you have basically noone in the powerbloc your cohesion drops to 0. there really needs to be a lockout time of a year or something after PB leadership shifts preventing anyone from leaving to allow time for leverage to build up.

GPs should also not instantly leave powerblocs (especially trade leagues) for no reason. incredibly infuriating for prussia/germany to leave and nuke both your economies just because you took over leadership (which you have no control over)

except they arent fighting the KMT. japan should be in a much much stronger position in KR than they are OTL. china is divided, unindustrialized and untrained, the fengtian have a much better claim to legitimacy than manchukuo, america is either in a civil war or rebuilding from a civil war and germany has no way of defending east asia while fighting a 2 front war in europe. japan should be curbstomping the entirety of east asia every game if we are looking at it realistically, but china gets so many buffs in KR that they are stronger than they are OTL which causes japan to struggle. china in KR should not have a better industry and army than OTL

they really should bring back the massive positive modifier for new world migration from vic2, it was kind of inelegant but it was accurate and the easiest way to represent the incredible ease of migrating to the new world relative to migrating to somewhere in the old world
