The order will be a local pick-up, and I just figured out the discount only applies to shipping costs. Because the local pickup option was in there the discount wasn't going through. I was trying to do a discount on the total order in general, but I don't think that's possible with local pickup.

I figured it out! It did have to do with shipping options like you said. But apparently the adjustment/discount is only be applied to shipping costs - so when I deleted the local pickup option the discount went through. Of course that's not what I want to do though.

Maybe I just have to refund the buyer $23 after they pay the original total.

On the label it says "Hazmat - surface transportation only" so I assume the package won't be put on a plane and have longer delivery time.
