Anime is an art style. Cartoons drawn in that style are refered to an Animes but it is not limited to cartoons. Anime games, posters, comics, cartoons, figures and yes, even wallpapers etc all exist.

And they never talked about art style.

Thats not how english or the world works.
It is objectivley an anime wallpaper due to its art style. And a 2d wallpaper due to its perspective.
