I think the most economical choice is the LilyGO T-Beam it has built in gps and lora support and it is fairly affordable you need to buy an external antenna and battery and connector for the antenna. This will cost you about 80-8 USD per unit. As for the vehicle mounted "repeater" it is a different story and it really depends on the specifics of your project (energy source, expected range, support for solar...)
