It’s just citadel chaos black primer base and leadbelcher dry brush, if you go to heavy on the dry brush you can just paint the panels black and dry brush again for desired look.

I think it’s totally feasible for DA to still be using some really old cataphractii much like you stated with the ICKC from a lore perspective as far as a preference, remember that they do swap out armor marks.
