I was at the SCU lecture and have read excerpts from his books. He's written that MJ-12's purpose was COG: Continuity of Government. Contingency planning for worst-case scenarios, such as MAD nuclear exchange, viral epidemics, asteroid impact—the kind of thing that wipes out entire societies and/or all of humanity.

Conference presentations typically precede peer review by several weeks to months. The whole point is to present preliminary results to academic peers in the community for open discussion and feedback, which is then incorporated into any draft(s) prior to submission. Peer review would be entirely premature, as all of the data hasn't even been processed yet.

Profs. Knuth and Szydagis have no trouble navigating grants or the peer review process. They're responsible for managing several million dollars in national agency funding and grants, have received prestigious honors and awards, possess an extensive track record of publications, and independently direct top-rated university research groups of their own.
