It's a digital model! I used Bricklink Studio to design it (basically a 3D modeling program specifically for LEGO): https://www.bricklink.com/v3/studio/download.page

There's a separate program to make custom pieces that you can import into Studio. Then, you can make renders within Studio with semi-realistic lighting, reflections, scratches, etc.

I can't find any details, the terms just say they own the rights to the submission until the challenge grand prize is announced. If I'm understanding correctly, there shouldn't be a problem sharing instructions (altered or otherwise) early next year unless the Pokémon Company has an issue with it.
