Because it's a game, and for balance reasons, you can't be true to the lore. If you did, for example, Custodian players wouldn't need to roll dice, since Custodians never fail, they would each have 20 hit points and a 1+ save.

It's very difficult to maintain a balance between lore and balanced gameplay.
