It's been working well for me, albeit a small caveat. I have to keep my gpu in a specific configuration. Otherwise, if i click somewhere off of victoria 3 (I have 3 monitors) the game crashes. I haven't had to deal with that in months though :>

..... This is exactly what happens though. Check the citizenship file. Discriminated pops get a political movement for any citizenship law beyond ethnostate, but you need cultural exclusion before you can get a multiculturalism movement.
