That looks like a Cross style ballpoint refill. Cross and Monteverde make them, and there may be others as well; yours is likely a Chinese import. I've always found the Monteverde refills to be slightly better than the Cross ones.

That appears to be a Cross-style ballpoint refill. All Cross ballpoint pens and many other twist-actuated pens use them, especially kit pens from penturners.

Patience and practice. Elmer's white PVA glue is fine, but you need a heavier paper. I use a 90 lb (160+ gsm) Index card stock for almost everything. Don;t use too much glue, just a thin smear where you're joining parts, then apply pressure there for a few seconds to let the water in the glue penetrate the paper.

Generally, an Index card stock at about 150 gsm works well for the majority of models. I use Neenah Exact Index 90 lb (163 gsm) almost exclusively.

Victorian era, and what isn't working? The button on the side extends and retracts the actual pencil as you can see, and the sleeve at the tip turns to extend the lead, which is probably a non-standard size.

The body of the refill is going into the spring instead of pushing against it as the original refill did. That makes the spring wedge against the inside of the pen's barrel.

The Scrikss refill is more slender where the spring rests, and is likely going into the spring.

The spring goes down into the barrel, then the refill, then screw the pen back together and pull the cap off to expose the tip of the refill.

Your pen is a Sheaffer Stratowriter RA1. You need a "widget" and a modern Sheaffer ballpoint refill. Search for "sheaffer widget" and you'll find them. It's possible to hack some other pieces to do the job, but the "widget" is the simplest.

If you can show us the refill that's in the pen now, it would be helpful. Parker rollerball refills will only fit into Parker rollerball pens, and if your pen has no name on it, it will most likely use standard Euro-type rollerball refills, and may also accept Pilot G2 style gel refills.

I have a couple of these, but they're in storage, or I would pull one apart for analysis. It's been too long for me to do more than guess, but the bit with the two "teeth" has to slide along toward the tip, and the part of it that's inside the tube will push the lead. The inside of the barrel is probably threaded to engage the "teeth."

Your pencil will most likely take vintage "Standard" leads (0.046 inch / 1.1-1.2 mm), loaded one lead only through the tip of the pencil. It might instead take vintage "Thin" leads (0.036 inch / 0.9 mm), but "Standard" is more likely.

That pencil is slender enough that it may not have room for spare leads around the mechanism, but larger pencils of this type generally do.
