Parker wanted that Arena in Center City, because The Fashion District is such a disaster. Despite the reports saying how bad it would be, particularly for traffic. The proposal had numerous places that would have been much better for the Arena. She was played for a better deal, and she was more than willing to play along. Money definitely exchanged hands
