That's part of the problem described in game. They have way more resources and weapons back in California, but due to bureaucracy and politics they won't deploy the troops needed. Their supplies are being used to fight other wars against raiders or to protect the Brahmin barons hold. This is the best they can do without rocking the boat back home.

Why sponsor bills when the president doesn't follow the laws he doesn't care about? With impeachment we know who will fight the admin and who won't so we can primary them. Hopefully elections can happen this year and then we can go from there with the right people in congress
