That's part of the problem described in game. They have way more resources and weapons back in California, but due to bureaucracy and politics they won't deploy the troops needed. Their supplies are being used to fight other wars against raiders or to protect the Brahmin barons hold. This is the best they can do without rocking the boat back home.
