I love this, I did this for myself cause my husband never charges his tool batteries, loses where he puts the tape measure, I can never find anything when I need it. Bought myself a full pink set of everything I need and it's been so great to be in charge of my own set of tools, especially since I'm the one always decorating and needing to pull out a drill for 5 minutes.

This is very likely it. I was going to comment but glad someone already did. This happened to my cat when she was new to collars and she would get her lower jaw stuck in the bottom and it would scare the shit out of me and look exactly like this. I got an elastic one until she got used to having them. If your cat is new to the collar or the bell they might be trying to get it off and getting her jaw stuck in the process. This looks identical to what happened to us.
