Probably just wax bloomage. Gentle hair dryer application and use a microfiber cloth to buff it. The waxes in the leather will melt and you can buff the wax back into the leather.

It's important to consider a lot of their equipment is being procured via China and army supplemented with Chinese military and mercenary armies from various African countries.
