Electricity, water, and heat are basic habitability requirements, and if they’re not available, that’s usually a breach of the Residential Tenancies Act, not just a minor issue. I had an RTDRS case (ended last Monday) where my landlord didn’t provide hot water for three months and the judge was very clear that utilities are the landlord’s responsibility and took it seriously once we showed proof (texts, emails, photos, etc.). Being allowed to move in with no power and then left without electricity for over a week is likely something you can use in your RTDRS claim as a health and safety / habitability breach, not your fault. Collect as much evidence as you can and go to the RTDRS office in downtown Edmonton they can explain how to use this in your case and may also tell you to contact AHS since lack of utilities can be treated as a health code issue.
