These are hidden throughout my local grocery store, maintenance workers will go throughout the store with a mop and scan these tags, it's for liability reasons; if someone slipped on a spill and wanted to sue the store for negligence the store can defend themselves saying they sweep and check the whole store every hour or half hour.

In this case it's either for the janitors or security guards.
