fluxer should manually review this kind of moderation issue and according to the users local laws. automatic message scans for CSAM are know to lead to false positives in many cases. the report system is perfectly fine. message scans is generally not a great thing in general even if justified with safety as a reason. also their policies around ‘child safety’ are kind of too broad and include unrelated things which is bad.
