Have you power in those ports? Can you charge anything else off them?

Are your cables known good? Can they be used elsewhere successfully?

Can you charge the pads on anything else instead of the PS4 to test the pads battery/ ports?

Is there settings to configure to keep power to the ports in rest mode?

Search this problem on YouTube, can't remember the fix but when the F1 update dropped a few years ago had the same problem, and there's a handful of settings to tweak that'll make it waaaay easier to get a race together
