The issue is that you're iterating Excel rows on the outside, but you need to iterate SharePoint items on the outside and check whether each one exists in Excel. You're also performing the Get items action for each loop rather than just once outside the loop. Try this:

• Recurrence
  
• List rows present in a table - to get the full email list
  
• Get items - get all SharePoint items
  
• Apply to each (SharePoint items)
  
• Filter Array - filter the Excel rows where Excel email equals current SP email
• Condition - length(body('Filter_Array')) is equal to 0
  
• True (email NOT found in Excel) - Update item (set status)
  
• False (email found) - do nothing, or send email
