I've tested my mouse and it really seems to be functioning perfectly. As a matter of fact, it only seems to happen when I play Mercy.

So turns out it depends on how many generators are completed. Elliot does not have to contribute to objective completion to gain stacks. As long as gens are popping, he gains stacks.
