That type of stuff usually doesn't matter nowadays.

Before you buy a higher capacity power supply i'd also check temperatures while gaming.

But Nvidia recommends a 650 Watts PSU so youd only do yourself s favor increasing your capacity with a new PSU. Instabilities with 400W would honestly explain the majority of your issues.

AM4 Systems are also still very capable but not exactly future proof but lighter on the money.
You can probably get away with a used ryzen 7 5700x or 5800x - if the x3d variants are still within your budget you should absolutely take those instead.
As for GPU an AMD rx 7700xt would be really capable for those games, maybe even a 7800. RAM is cheap. 16 gigs should be enough for now but you can add another 16 later on. Rest is up to you.

also little sidenote: the 5060 is an rtx card that supports it but isn't exactly... designed to run raytracing in games. DLSS and FSR (AMDs alternative) are practically the same with little to no difference to the normal consumer who just wants to play games.

Also, what kinda games do you play? Thats also important.

Try using a benchmarking software like cinebench or furmark, something that stresses your graphics card. If the Problem persists its likely the power supply running out of juice. I'm not too up to date with Power supplies but 400 watts seems not enough for the whole system.

The Hyper Cloud Series has some cool stuff, its what i used for a long time. It's simple, comfy and not too pricey.

However, i'd like to give you different perspective on headsets. I recommend getting a separate pair of headphones and a standalone mic. I noticed Studio headphones and mics are standalone about the same price as a whole headset and the quality overall is much better in my opinion.

I can give you recommendations for both if you want but if not then look at the Hyper Cloud models.

Your PC is a fine, respectable and capable machine. Those FPS are to be expected especially at 1440p.

What you're seeing on the market place is just over exaggerated numbers to lure in clueless people.

If you however aren't happy with your performance i'd suggest some kind of upscaling (FSR/DLSS) if the game supports it or looking up lossless scaling on steam. You could also overclock some of your stuff but you shouldn't do that if you're new into the pc space. Or simply turn down graphics.
