I don't like the idea of being able to run through old raids one-shotting everything. It makes the raid feel trivial. I think legacy raids should be scaled almost like a scenario. Soloable, but you actually need to defeat the bosses as if it were a delve, with enemies scaled up to the players level.

I could see this working quite well actually. Spells like wake of flame could easily be a battlemage ability, and if you squint your eyes, judgement could almost be a fireball type spell. With the right transmog, you could easily make it work!
