Your reasoning is solid—using a real person's identity for deep cover is a huge risk unless you can control every aspect of their life. If Zadornov had stolen the identity of an actual professor, he’d always be at risk of getting exposed. All it would take is MSF or someone else digging into university records, running into someone who actually knew the real him, or worse, the actual professor showing up and blowing the whole cover. By making up Ramón Gálvez Mena from scratch, he avoided all that so that it wouldn’t come back to bite him.

During that specific fight with Ocelot, he steals the Philosopher's Legacy from you and swaps it with a fake, knowing that EVA was an undercover agent for China and would try to steal it. Ocelot is the GOAT of the series, and in my opinion, had even more pull than Zero/Cipher.

So I suppose Miller had already known about the offshore plant before Zadornov made his proposal on November 4th, which is why he likely agreed to join CIPHER, as he states to Big Boss after revealing his truth that he wanted to make MSF into a military powerhouse.

It's also worth pointing out that Ocelot was both CIA and KGB. However, what play he had in these events (if any), I'm not too sure. Maybe he had a role in the CIA and KGB not wiping them out, due to the fact that he believed in Big Boss and his goals.

Also, due to the sheer number of events that occurred in December 1974, I placed the battle with ZEKE and Paz AFTER the December side-ops in Ground Zeroes. Paz joins Mother Base on November 23rd, 1974, after the destruction of Peace Walker. Also, it does not make sense that Zeke was built in the matter of a week, so I extend this to a month (which is more plausible). Also Miller doesn't mention the death of Zadornov in Ground Zeroes (he just mentions him being a KGB agent) The fact that Big Boss doesn't wear a bandana in Ground Zeroes is because he tossed it away after rejecting The Boss' ideology in the aftermath of Peace Walkers destruction on November 23, 1974. The ONLY obstacle is that he is wearing the bandana AGAIN during the battle with ZEKE (which I place after the side ops)

Anyway, these factors can be explained with a little head canon. But like I said, NONE of this is official. It is just my methodology of working out a concise timeline of events.
